ARTICLE I: Name of
the Organization.
The name of the organization shall be the Georgetown University College Democrats.
ARTICLE II:
Purpose of the Organization.
The purpose of this organization shall be to advance the goals and ideals of the Democratic Party through the presentation of speakers, forums and other events and activities for the benefit and enrichment of the Georgetown University community. This organization also understands and is committed to fulfilling its responsibility of abiding by Georgetown University's policies.
ARTICLE III:
Membership of the Organization.
The membership of the organization shall consist of any undergraduate students of Georgetown University who have paid their membership dues. The group does not discriminate in any form, including race, religion, gender, sexual orientation, nationality, ethnicity, age, and disability.
ARTICLE IV:
Executive Board.
The central executive body of the organization shall be named the Executive Board and shall consist of six elected members and one appointed member. The elected members shall consist of a President, Vice President, Treasurer, Communications Director, Events Director, and Membership Director. In addition, the Executive Board shall include one Freshman Representative, appointed by the sitting Executive Board in the fall of each academic year to serve a one-year term until the following fall.
- Descriptions of the positions are as follows:
- President. The President serves as chief executive of the Georgetown University College Democrats and is responsible for oversight of all organizational activities, as well as the logistics and day-to-day management of the organization. The President chairs all board meetings and coordinates the activities of the different departments of the Georgetown University College Democrats. The President and Vice President serve as a team tasked with setting the direction of the board and organization.
- Vice President. The Vice President serves as a point person for special projects that fall outside the purview of the other members of the Executive Board, and assists members of the Executive Board in administering their duties when necessary. In addition, the Vice President acts as the Georgetown University College Democrats' delegate to the D.C. Federation of College Democrats. The Vice President also takes a leading role in composing speaker invitations and bringing Democratic and progressive speakers to campus. In the event of the President missing a meeting, the Vice President acts as the temporary chief executive of the Georgetown University College Democrats.
- Treasurer. The Treasurer is the organization's chief representative to the Student Activity Commission (SAC), and is responsible for formulating and receiving approval for all the club's budgetary needs. The Treasurer is also responsible for administering the club's funding and oversees all fundraising activity, as well as receiving reimbursements and compensation from the University when applicable. Finally, the Treasurer is responsible for ensuring that the organization operates in compliance with all SAC, university, and federal rules and regulations.
- Communications Director. The Communications Director heads the Communications Department of the Georgetown University College Democrats. While the Communications Director may delegate any responsibilities he or she chooses to members of his or her department, he or she takes ultimate responsibility for all activities of the Communications Department. The Communication Department's responsibilities include, but are not limited to, event publicity, contact with the media, website management, research and debates, and communicating the message of the College Democrats on- and off-campus.
- Events Director. The Events Director heads the Events Department of the Georgetown University College Democrats. While the Events Director may delegate any responsibilities he or she chooses to members of his or her department, he or she takes ultimate responsibility for all activities of the Events Department. The Events Department's responsibilities include, but are not limited to, inviting speakers, organizing internship fairs, planning social and community service events, and reserving rooms for all events.
- Membership Director. The Membership Director heads the Membership Department of the Georgetown University College Democrats. While the Membership Director may delegate any responsibilities he or she chooses to members of his or her department, he or she takes ultimate responsibility for all activities of the Membership Department. The Membership Department's responsibilities include, but are not limited to, maintaining membership lists, organizing voter registration and absentee ballot drives, member outreach in residence halls, and alumni relations.
- Freshman Representative. (Appointed.) The Freshman Representative serves as the liaison between the Executive Board and the organization's freshman class. During the year, the Freshman Representative is responsible for organizing a freshman event, conducting outreach to Democratic and progressive freshmen, and building the membership among the freshman class. In addition, the Freshman Representative chairs and coordinates the Freshman Council, a group of freshman members of the College Democrats.
- The position of Freshman Representative shall be filled by the second general meeting and no later than mid-October of each academic year.
- The Executive Board shall be responsible for the daily operation of the organization and its activities. In addition, the Executive Board may interview and appoint other members of the leadership, as delineated in Article V.
- When there is a quorum, all board decisions require a majority vote of 50% plus 1 unless otherwise stipulated in this Constitution. A quorum shall be defined as 50% plus 1 present.
- The Executive Board may, with a two-thirds majority, choose to give a voting seat on the Executive Board to an appointed Chief of Staff.
ARTICLE V:
Appointed Board and Leadership Staff.
The Executive Board may appoint members of the organization to various
positions on the Appointed Board and Leadership Staff. Examples of these
positions may include, but are not limited to, Speakers Director, Web and
Technical Director, Communications Staff, and Dorm Captains.
- Appointments are made both immediately following the election of the Executive Board and at the start of each academic year. Further appointments, including the filling of vacancies, may be made at the discretion of the Executive Board.
- All members shall be given the opportunity to submit an application for a leadership position to the Executive Board, and shall be subsequently interviewed by a quorum of elected members of the Executive Board. Either the President or Vice President must be present at all interviews.
- A simple majority of elected board members may fill any vacant appointed positions.
ARTICLE VI:
Elections.
The dues-paying membership shall elect the President, Vice President,
Treasurer, Communications Director, Events Director, and Membership Director.
Elections shall be conducted by the Election Commission, as described in
Article VII.
- Elections shall be held during the first week after Thanksgiving break in the fall of each academic year in accordance with SAC guidelines and shall be announced at least two weeks prior to the actual election date.
- Candidates for office and all voters shall be members who have paid their dues at least one week prior to the election.
- Every voting member has one vote per race.
- Unsuccessful candidates may run for any remaining positions as delineated in the order stated in Article IV, with the exception of the Freshman Representative.
- Runoff elections can and will be held in the absence of a majority between the top two candidates for any elected position. If a race between two candidates ends in an exact tie, all members of the current Executive Board present at the elections shall vote to decide on the winning candidate.
- No nominations from the floor are allowed.
- The Election Commission may, at its discretion, add rules and regulations to those already present in the Constitution in order to assist in their administration of the election. All candidates must be made clearly aware of any additional rules at least one week prior to the election.
- In the event of any election dispute, a majority vote of the Election Commission acts as the arbiter of election laws. All decisions of the Election Commission are final.
ARTICLE VII:
Election Commission.
The Executive Board shall appoint, no later than fifteen days before the
election date, a three-member Election Commission consisting of three senior
dues-paying members of the organization. The Election Commission shall be
responsible for notifying the general membership about the election,
maintaining a list of candidates, sending all election-related e-mails, issuing
ballots to dues-paying members, counting the ballots, certifying the results,
and ensuring the fairness of the election process.
ARTICLE VIII:
Presidential Vacancies.
The Vice President shall serve as Acting President during any period in which
the President is temporarily unable to discharge her or his duties. In the
event the President becomes permanently unable to serve, the Vice President
shall serve as Acting President until an election is held under Article VI.
ARTICLE IX:
Executive Board Vacancies.
In the event of resignation, temporary suspension, leave of absence, or removal
from the Executive Board, the position will be opened to the general
dues-paying membership.
- The Executive Board shall interview and appoint a member for the vacant position within one week of its vacancy.
- The Executive Board must make it clear when advertising the vacancy as to whether or not the new Board member will be temporary or permanent until the next election.
- Other Executive Board members may apply internally, but they shall not be allowed to vote on the matter.
ARTICLE X:
Amendment of the Constitution.
This Constitution may be amended with a two-thirds majority vote of the elected
Executive Board and with the subsequent approval of the Student Activities
Commission (SAC).
